Также мы просим эти организации найти в своих архивах и опубликовать по свободной лицензии портреты дважды Героев Советского Союза, а также ряда женщин — Героев Советского Союза; портретные фотографии этих исторически значимых людей отсутствуют в публичных фотобанках и либо неизвестны вообще, либо присутствуют только в виде низкокачественных газетных репродукций.

The following is the appeal from the Wikipedia community to RIA Novosti (Russia today) and TASS with a call to publish a number of socially and historically important images under one of the free licenses acceptable for use in Wikimedia projects.

Such images could significantly increase the quality of articles on Russian and the USSR related topics across various wikis in many languages around the world.

We also ask these organizations to find in their archives and publish under a free license the portraits of twice Heroes of the Soviet Union, as well as a number of women - Heroes of the Soviet Union; portrait photographs of these historically significant people are absent from public photobanks and are either not known at all or are present only in the form of low-quality newspaper reproductions.

Несколько лет назад РИА Новости передало сотни фотографий из своего архива <под свободными лицензиями> на Викисклад (Wikimedia Commons). Время от времени ТАСС также передавало изображения (например, фотографии парадов, посвящённых празднованию Дня Победы). Но из-за сложностей сочетания правил использования изображений в разных языковых разделах Википедии, из-за ограничений на использование в статьях несвободных («fair use») изображений, а также по причине того, что во многих крупных разделах Википедии, в том числе испанском и французском, вообще не разрешены несвободные изображения (в т.ч. умерших людей и неповторимых исторических событий), мы считаем, что в интересах наших читателей было бы найти фотографии под одной из <свободных> лицензий, применимых на Викискладе. Такие фотографии могут быть использованы на любом проекте Викимедиа, то есть свободно лицензируемые изображения. Для этого мы проводим нескончаемые часы, просматривая газетные вырезки, журналы и другие издания до 1946 года на предмет изображений времен Великой Отечественной войны, которые можно использовать в статьях, в основном, для биографий о Героях Советского Союза, женщинах, которые принимали участие в военных действиях, и других исторических лицах времён СССР.

Однако для многих — и весьма известных — людей мы до сих пор не нашли изображения, которые находились бы в общественном достоянии в рамках как российского, так и американского права, в силу истечения срока их авторских прав. Следовательно, в биографических статьях о таких людях во многих разделах Википедии будет не хватать их фотографий, если только имеющиеся фотографии указанного лица не будут освобождены их правообладателями под одной из Викимедиа-совместимых лицензий. Как ТАСС, так и РИА Новости владеют авторскими правами на многие исторически значимые фотографии, представляющие большую образовательную ценность, и могли бы значительно повысить качество статей на русскую тематику в различных вики-проектах. Участники и читатели английской Википедии давно заметили большой дефицит качественных статей, охватывающих самые разные темы, имеющие отношение к российской истории, начиная от биографий космонавтов, многие из которых являются просто «заглушками», до крупных сражений Великой Отечественной войны, о которых вообще нет статей.

Из-за большой нехватки на Викискладе исторических и официальных фотографий из Советского Союза и СНГ, а также из-за ограниченного круга тем, освещаемых существующими опубликованными фотографиями, в подавляющем большинстве статей по темам, имеющим отношение к русскому миру, в большинстве разделов Википедии (за исключением разве что русского и украинского) отсутствуют достойные медиаматериалы. В статьях о большинстве <советских> космонавтов отсутствует портретная фотография информационной карточке; некоторые из самых важных событий в истории, такие как первый в мире выход в открытый космос, не представлены фотографиями фактического события. Статьи о большинстве политиков эпохи Горбачёва, таких как Нуритдин Мухитдинов и Шараф Рашидов, не содержат фотопортретов в общественном достоянии. А в статьях Википедии о людях, готовящихся к полёту в космос, почти на всех фотографиях — американские астронавты, а не советские или российские космонавты. И всё это — из-за нынешней политики лицензирования фотографий РИА Новости и ТАСС.

Dear Sir or Madam,

Several years ago the RIAN archive released several hundred photographs to Wikimedia Commons, and on occasion TASS has released images as well, such as photographs from victory day parades. Due to the complexities of different language Wikipedia's rules for using images, tough restrictions on using fair-use images in articles, and the fact that many large Wikipedias, including Spanish and French Wikipedia, do not allow fair-use images of deceased persons and irreproducable historic events, we find it in the best interests of our readers to seek out photos that are under one of the licenses permitted by Wikimedia Commons so that the following much-needed photos can be used on any Wikimedia project - that is, freely licensed images. To do this, we spend endless hours searching through pre-1946 newspaper clippings, magazines, and other publications for images from the Great Patriotic War that can be used in articles, mostly for biographies about Heroes of the Soviet Union, women who took up roles in the military, and other historically important people of the Soviet Union and the Commonwealth of Independent States.

However, for many people high-profile people we still have not found images that are public domain under both Russian and American law by virtue of their copyright expiration, so for most articles, such photos necessary to add sufficient visuals will not reach public domain until the 2070's or even later. And hence most Soviet and Russian biography articles will lack photographs of even the most noteworthy people on many wikis if existing photographs of said person are not released under a Wikimedia-compatible license by their copyright holder. Both TASS and RIA Novosti hold the copyright of many historically important photographs of great educational value, and releasing them under such compatible licenses would significantly increase the quality of articles on Russian topics across various wikis. At English Wikipedia we have long noticed a major deficit in the quality articles spanning a variety of topics relevant to Russian history, ranging from biographies of cosmonauts that are mere stubs to major battles of the Great Patriotic War that have no article at all. We are constantly trying to reduce the backlog of missing articles, but unfortunately, few people are willing to write articles for which there are no photos on Commons.

Due to the major shortage of historic and official photos from the Soviet Union and the Commonwealth of Independent States on Commons, as well as the limited scope of subjects that existing released photos cover, a vast majority of articles on topics relevant to the Russian world in most Wikipedias (with Russian and Ukrainian Wikipedia being the primary exceptions) lack decent media items. Most cosmonauts do not have a photo-portrait photograph in their article infobox; some of the most important events in history, like the world's first spacewalk, are not represented with photographs of the actual event. Most Gorbachev-era politicians like Nuritdin Mukhitdinov and Sharof Rashidov don't have portraits on the Commons. And nearly all photographs in Wikipedia articles of people training for going into space are American astronauts, never Soviet or Russian cosmonauts, because of the current licenses of RIAN and TASS photos. There is only so much we can do to reduce the under-representation of Russia in Wikipedia without adressing the core of the issue: the under-representation of Russia on the Commons.

We hope you release the following items under one of the licenses covered by the Summary of Creative Commons licenses on Wikimedia Commons. In the past you have released items under the CC-BY-SA license, so we sincerely hope you release the items on this list to Commons too.

Участники вики-проекта «Женщины в Красном» («Women in Red») постоянно ищут фотографии исторически важных женщин для использования в статьях, особенно — Героев Советского Союза. В уходящем этом году в вики на разных языках, включая английский, албанский, французский, португальский, испанский, каталонский, индонезийский и польский были добавлены более 100 статей о женщинах — Героях Советского Союза. Мы надеемся, что эта тенденция к увеличению охвата тематики России и стран СНГ сохранится, — но, к сожалению, многие редакторы менее мотивированы к переводу статей, если в них нет изображений, особенно это актуально для биографий.

Also, we still do not have portrait-photographs of Alexander Prokhorenko and Roman Filipov on Commons, nor were they found on your online archives, but we still hope that you can donate one. Because their portraits in English and Russian Wikipedias are fair-use, they cannot be used in the article on last stands, the intervention against ISIS, nor many language version wikipedias such as Spanish, French, Catalan, and German.

We also couldn’t find any usable portraits twice heroes Leonid Beda (the photo of him with a group of female bomber pilots is not good enough to be in the infobox since he is looking away from the camera), Aleksandr Karpov, Semyon Kozak (the photos from RIAN are too grainy/not portraits), Andrey Kravchenko (the only image is an illustration from RIAN, not a photo), Stepan Kretov, Pavel Shurukhin, Afanasy Shilin, Semyon Khokhryakov, Yevgeny Petrovich Fyodorov (I think this image is not Fyodorov but Aleksandr Molodchy), Nikolai Stolyarov, Yakov Smushkevich, Aleksey Semyonovich Smirnov, Zakar Slyusarenko, a wartime portrait of Nikolai Skomorokhov, Nikolai Illarionovich Semeyko, Vasily Ryazanov, Aleksi Ryazanov, Alexey Prokhorov, Ivan Boyko, Mikhail Odinstov, Vasily Ilyich Mykhlik, Grigory Mikhailovich Mylnikov, Ivan Mikhailichenko, and Viktor Leonov (this image does not show his face enough for an article).

We are also desperate to find portrait-photographs (in their original form, not a copy printed in a newspaper so that the image becomes super grainy) of Heroes of the Soviet Union Tatyana Kostyrina, Anna Nikandrova, Nina Gnilitskaya, Zinaida Samsonova, Mariya Borovichenko, Valeriya Gnarovskaya, Mariya Tsukanova, Aliya Moldagulova, Yelena Ubiyvovk, Nadezhda Volkova, Klavdiya Nazarova, Mariya Kislyak, Darya Dyachenko, and Helene Kullmann. The Wikiproject «Women in Red» is constantly searching for photographs of historically important women for use in articles, especially Heroes of the Soviet Union. So far this year over 100 articles on female Heroes of the Soviet Union have been added to different language wikis, including English, Albanian, French, Portuguese, Spanish, Catalan, Indonesian, and Polish. We hope to continue with this trend of increasing coverage of Russian and Commonwealth of Independent States related topics, but unfortunately many editors are less motivated to translate articles if there can’t be any images in the article, especially for biographies.

We managed to compile a collection of pre-1946 newspaper clippings of which we cannnot find the matches originals to the photos in them. Most of the clippings are public domain but too grainy and low resolution to be usable in articles. If you have the originals to the photos used in the clippings in your archives that are not yet online, please do update us with the matching photos. The missing photos have not been seen since the Great Patriotic War and have long wanted to find the originals to use on Commons for articles.

We sincerely hope you release the selected images above under a Wikimedia-commons compatible license, and look forward to hearing back positively from you soon.
